How to get certificate of price appraisal ?
The conclusion on the cost of services (goods) under the contract (in the past - the Price Expertise Act) is issued by the State Information and Analytical Center for Monitoring Foreign Commodity Markets. This is a document confirming that the cost for the work performed, services rendered, as well as the intellectual property rights specified in the agreement, corresponds to the market value.
Previously, such an Act was submitted to a banking institution for making transfers if the price of the agreement was more than 50,000 EUR or the equivalent amount in another currency at the NBU rate on the day of signing the agreement (clause 4 of NBU Resolution No. 597 of 12/30/2003) .
Resolution of the NBU Board No. 372 dated August 18, 2016 “On the invalidation of certain regulatory legal acts of the National Bank of Ukraine” abolished the requirement to provide a Price Expertise Act for residents to pay for the import of services (goods).
However, at the moment, banks are still sometimes asked to present a Price Expertise Report or a Conclusion on the cost of services (goods) under the contract as part of the financial monitoring of foreign exchange transactions. Thus, the bank wants to obtain an opinion on the conformity or non-compliance of the price for products/works/services/assets (including securities and corporate rights) indicated in the currency transaction documents with the market price. If you do not provide the Conclusion on the cost of services (goods) under the contract to the bank, it will simply refuse to transfer funds.
To obtain this Conclusion, it is necessary to submit a package of documents to the State Information and Analytical Center for examination.
The term for issuing the conclusion is from 2 to 7 working days.
